Serious question--I was always under the impression most of Europe didn't. Confirm/deny Euro-Voltron.

Depends. Most of them don't. Norway does but it seems to be questionably enforced.

We do not at a national level. However, the mayor being an administrative police authority entrusted with the duty to protect public order, which is defined as public tranquillity, salubrity, security and safety can limit the consumption of alcohol in public areas. In my city, it is forbidden to consume alcohol nearby a public service that is used by children (schools, municipal pools, parks or playgrounds and stuff like that). The municipal police officers and their bicycles will fine you 35€ for that, 90€ if it's the second time. Other than that, you're good besides maybe a few funny looks if it's breakfast time.
At all times though, you cannot drive drunk, you maybe thrown in jail until you sober up if you cause trouble or disorder, you cannot purchase alcohol if minor (at least theoretically...), and it is illegal to market alcohol to a younger audience. It is also an aggravating circumstance to commit a felony or crime under the influence.

It's illegal to walk the streets with an open bottle of alcohol here, but police will just tell you to pour it out (if they even bother dealing with it at all), and if you drink in a park with friends they don't care. They have better things to do.

yeah drinking in public is a criminal offense here in mass, you get to go to court and all kinds of fun stuff but it all depends on the cop.

That's because of your Puritan alcohol ordinances.
