I think they can be. If they are anything like my Kramer aluminum neck, the frets are imbedded but still sit inside of the metal

Yup, FAQ says they can be refretted, but you'll need someone experienced with metal necks to do it.

That's not that bad. Necks need refretting so little, that if you consider spreading out the cost over that time period -- even to get an expert on metal necks to do it, it's like nothing :-)
