A quick disclaimer: I didn't come across it by myself. Actually a girl I was dating told me about it. I wonder if she tried to scare me away, we never met after that.

So I've been at a conference/symposium all day, hosted by the government body that oversees some of the legislative practices we need to adhere to at work.
One of my specific duties is making sure we adhere to this, which my boss pays absolutely zero attention to and allocates me no time in my general duties to actually adhere to or achieve anything. My 2IC (who incidentally claims these duties as their own, even though they don't have time to deal with them properly) messages me there and asks me how things are. I say great and proceed to let them know there's a heap of shit we've let slide that I'd like to rectify, knowing that they'll probably say no as it will pull me away from basic bread and butter duties, even though it could mean the difference between being a great service that has a good steady client base to pull from under the upcoming changes, or just another really shitty one.
After some acknowledgement that we could be doing more but no actual commitment to it, send off a three message long text about how some of the measures I'm suggesting could help address the problems we've had in this area (you know, by actually dealing with them), I get "good point Pope."
That's it.
No scheduling a time to discuss anything.
No recognition that more needs to be done.
Nothing.
Pretty much ready to never walk back into work again.

That actually sounds like a night mare. You could be really really annoying about it and force them to act just to shut you up, but then again I see all kinds of reasons not to

Pretty much where I'm stuck with it.
I'd just quit and find a new job but a) their constant kibosh on everything I suggest makes it look as though I've achieved nothing all this time (and I haven't, it's been damn near impossible) and has broken my self esteem down to nothing and b)there are no fucking jobs out there for me right now.

I'm making less per paycheck because of overtime. Fuck everything. Did not expect it to turn out like this.

Yea I'm really kicking myself for it now, but I guess theres nothing I could do about it because it's really hard to fight old white males and their "muh seniority, pay yr dues!" complex when I'm only 25.
