Well, things like the Sovtek MIG 100, Laney AOR 100, some of Peavey's shit (Butcher! VTM!) are all going to have good amp dirt and will take pedals nicely if you see fit.
Also, an Ampeg V4 is loud as dick (keep in mind, dick is loud) and takes pedals like a boss if you're going pedal dirt.
Those are all really good options that are all found for $500 or less, with the exception of a V4 in good shape you'll pay a bit more cuz people are crazy.

V4 is really expensive nowadays. 800 being the lowest price I've found it around here.
I missed the chance on a Laney last week.
I was thinking about running that model t preamp pedal through a bugera 1960 infinium with 6550's as a cheap interesting take.

Like, right now I'm personally beginning to save up for an amp. My end goal is a 2203 because it's loud as fuck, can operate really well as a pedal platform, and has good intrinsic overdrive. But at the same time, I'm keeping my eyes peeled for a MIG 100, AOR 100, or a VTM120 at a really good price since I could be looking at a couple years of saving otherwise. I have a VT-22 that I'm really happy with so I'm in a slightly different situation than you, but being patient for the right deal you're going to wind up with something that's going to make you happy. Very happy.

Plenty of affordable amps can do doom. It doesn't necessarily have to be unobtainium like Matamp or Dunwich to be tr00 doom (although who wouldn't want one of those anyway?).
I agree that the riffs gotta sound good first. Go to a music shop and start jamming through whatever they have. You'd be surprised. Pedals can be added to taste.
Peavey has some great stuff and they are pretty cheap relatively speaking and can be found used frequently.
My buddy's doom band had a gig and his tube head crapped out and he asked to borrow an amp from me. All I had at the time was my Micro Terror. I brought it to the gig and he put it through the house 4x12 cab. No pedals. It sounded great.

I've read that Earth's/his side projects' shows are a little quieter than expected, but is that like...quiet enough to talk to the person next to you?

This is true, but Epiphone have historically been at times, better than Gibson, at others, worse than (insert worst brand you can think of here).
