I guess that's somewhat subjective. I have some slow phasers (Whetstone & Faye's Her). When you've got cycles that take >10 seconds, it can sound more like a filter pedal, rather than what you might associate with a phaser or flanger. I can't recall hearing a flanger that could handle really prolonged sweeps. (slow, moreso than slowly-evolving) If you had a downtempo recording playing at half-speed, maybe you could do a rather slow vintage-style flangescape using a reel-to-reel machine. To my ears, my phasers with long cycling times just sound like ultra-slow phasers, not like a recognizable flanger sound (jet whoosh or manipulated tape).
