Here costs don't follow the event if you are using a public defender and not your private lawyers, in civil, penal, administrative or whatever courts - no point in taking money from people who don't have any, enough time/effort lost already. Assistance when detained is always free, no matter if it goes to trial or not, as long as it's not your own lawyer but a public defender appointed by the bar association. I though this was pretty standard in Europe because ECHR/EU fundamental rights conventions being in force in the same fashion, but that might be a broad generalization as I haven't studied in details the entirety of the ECHR case law on article 6.
